Fix the party sheet talent bug

Currently, the party sheet, while accessible from all players has the following bugs:
- Players cannot increase party tension. This has to be managed by the GM, which is one more thing the GM has to do.
- While a given player can slot a talent, this talent cannot be opened by all other players. This bug was introduced when the exchange of information between character sheets was removed
